University Grant Comission of Nepal should not make such a blunder decision in haste. Any research under a grant can be published and reported to it in the same form or different. UGC could monitor whether the grant money was untilized for the study or not. I think the reports can be published elsewhere or even can be submitted for a degree. UGC's decision seems to be politically motivated/influenced rather than academic dishonesty.
